Why make a vast, open world if the player sees only a fraction of it at high speeds? Most wouldn't, unless they were building up to something. Why would there be terrain that has scripting (thinkof the double stripes, nesquick sand, and possibly the laffy taffy ropes) when none of it would be seen by the player? As a very new game developer, that much extra terrain would be wasteful on the memory of the console as well as a wasted effort on the developer's part.
